The Strategic Subjects List

United States policing is full of newspeak, the euphemistic language that governments use to reframe their control of citizens. Take “officer-involved shooting”, a much-maligned term that police departments and then news organizations use to flatten legitimate self-defense and extrajudicial executions into the same type of incident.

And now, in the age of algorithms, we have Chicago’s “Strategic Subjects List”:

Spearheaded by the Chicago Police Department in collaboration with the Illinois Institute of Technology, the pilot project uses an algorithm to rank and identify people most likely to be perpetrators or victims of gun violence based on data points like prior narcotics arrests, gang affiliation and age at the time of last arrest. An experiment in what is known as “predictive policing,” the algorithm initially identified 426 people whom police say they’ve targeted with preventative social services. […]

A recently published study by the RAND Corporation, a think tank that focuses on defense, found that using the list didn’t help the Chicago Police Department keep its subjects away from violent crime. Neither were they more likely to receive social services. The only noticeable difference it made was that people on the list ended up arrested more often.

WOW, WHAT A WEIRD COINCIDENCE! The “strategic subjects” on the list were subjected, strategically, to increased police attention, and I’m sure they were all thrilled by the Chicago Police Department’s interest in their welfare.

Less than fifty years ago, the Chicago Police Department literally tortured black men in order to coerce “confessions”. None of that is euphemism. A cattle prod to the genitals — but maybe it ought to be called “officer-involved agony”?

I get so worked up about language because language itself can function as a predictive model. The words people use shape how they think, and thoughts have some kind of impact on actions. Naturally, the CPD officers who carried out the torture called their victims the N-word.

I wonder what proportion of the Strategic Subjects List is black? Given “data points like prior narcotics arrests [and] gang affiliation”, an algorithm can spit out the legacy of 245 years of legal slavery more efficiently than a human. But torture in Chicago is still handcrafted by red-blooded American men. Trump would be proud.

Lich’s Maze & Computer Creativity

Tyler Callich (also known as @lichlike) is a storyteller who makes Twitter bots, among other narrative vehicles. “Lich” is the last syllable of her last name, and it’s also a type of creature that exists between life and death. Wikipedia edifies us:

“Unlike zombies, which are often depicted as mindless, part of a hivemind or under the control of another, a lich retains revenant-like independent thought and is usually at least as intelligent as it was prior to its transformation. In some works of fiction, liches can be distinguished from other undead by their phylactery, an item of the lich’s choosing into which they imbue their soul, giving them immortality until the phylactery is destroyed.”

Tyler’s symbol — her conceptual avatar, if you will — is the lich. When I spoke to her on the phone, she reflected, “I like the concept of this liminal half-dead, half-alive, potent-but-still-waning [being].” A lich is “like a ghost, but not quite” — essence externalized. “It’s one way I conceive of identity, also. It’s in this removed far-outside-of-me place, like a phylactery.” Somewhat akin to @lichphylactery, which shakes up Tyler’s words and spills them back in new arrangements.

That particular creation is Tyler’s own phylactery, a Markov-based ebooks bot with a straightforward name. It says things like, “One and all bring its water which they observe are the 3 styles we’re featuring?” Another recent comment: “Atlnaba a All comprehended within the form of these systems upon the doctrines of the informers were led off s訖”

Tyler explained, “With Markov chains, you’re taking some text and using its grammar to make something new, but still sensible or almost sensible.” She noted that “unintelligible nonsense is novel for a little while”, but it gets boring. Bots like @lichphylactery — or Olivia Taters — are best when they’re close to passing the Turing test, but still not quite there.

My favorite of Tyler’s projects is Lich’s Maze. Here is a recent @lichmaze micro-story:

Lich's Maze

The bones of Lich’s Maze are a loose mythological system that Tyler put together. She fed it a corpus of text, some that she wrote and some that she found. Then she released @lichmaze to wander through people’s Twitter feeds, sending out cryptic moments from an arcane techno-magic game-world.

Tyler told me, “Symbolic thinking is a way for me to just let my mind wander through association.” She “can get a computer to make random associations for me” which “augments that free-thinking / brainstorming”. I asked if she uses @lichmaze’s output as writing prompts, and surprisingly the answer was no. Tyler answered in a thoughtful voice, “It never really occurred to me.”

Beau Gunderson said of Twitter bots, “they’re creators but i don’t put them on the same level as human creators. […] i’m giving the computer the ability to express a parameter set that i’ve laid out for it that includes a ton of randomness.” On the other hand, Tyler doesn’t feel a strong ownership claim. “I take a big backseat to that.” She said, “I think of [the bot] as its own entity after a certain point. It’s kind of independent from me.” She even wishes “that it could change the password on itself and go off on its own”, in a direction unspecified. Tyler’s bots are probably best compared to a growing tangle of plants. Tyler told me, “I think randomness is natural [and] finding that grit or that little kink in digital art is something that I connect closely to organic structures.”

Another project of Tyler’s is Restroom Genderator, which comes up with “extant (and not so extant) genders”. This is a perfect example of “taking a concept and pushing it toward its eventual ruin”, as Tyler put it. A bot like Restroom Genderator is tireless and thorough — eventually “you get a rich contour of all of the iterations of something”. It was originally based on a joke with a friend. “The initial concept — you come up with something and you’re like, ‘Oh, this is funny!’ It can become kind of mundane after a while to write out five thousand combinations and figure out what the best one would be.” So you construct a bot to do it for you.

Asked to define her practice, Tyler told me, “I would consider myself a writer, but it’s hard because I don’t write, like, novels usually.” She continued, “If I was working in a normal platform, I would consider myself a poet, but that seems kind of lofty. I consider myself a tinkerer more than anything else… like a word tinkerer.”

A linguist would quibble that words are events all on their own, but I think Dibbell is making a useful distinction. Talk and text are meant to convey information; code and clicks are meant to produce outcomes based on certain rules. Because of this, using a computer grants personal agency in a very immediate way. You have the ability to provoke particular effects. Barring a malfunction, the results are predictable and usually instantaneous.

However, malfunctions refuse to be barred for long. The user’s power is withdrawn when an error occurs. Unless you deeply understand the technical problem, it appears that the machine has changed its mind for no reason. Interacting with a computer is a microcosm of navigating the world — mostly your actions proceed as planned, but occasionally something breaks for no discernible reason. In these moments you realize how little you can actually control.

Of course, the linguist is ultimately correct. It’s impossible to disentangle word and deed, especially when it comes to computers. We inhabit a strange reality where ideas are true and false at the same time — it’s a struggle to grok such contradictions.

Etymology / Biology / Biography

Exolymph is a portmanteau. “Exo” means outer, as in “exoskeleton” and “exile”. Lymph is “a colorless fluid containing white blood cells, that bathes the tissues and drains through the lymphatic system into the bloodstream” (according to whatever dictionary Google sources from). This liquid is a key part of the immune system — hence sick people often have swollen lymph nodes. Trivium: inflamed nodes are a hallmark of AIDS.

In one of the semi-imaginary universes that we haven’t invaded yet, exolymph is a drug, a viscous intoxicant to be rubbed on the temples and inner wrists. It is an outer protection — exo lymph — that which soothes yet exposes. Users find their eyes opened too wide; their nostrils fill with the pungent scent of rosemary. Exolymph has an effect similar to cocaine. It’s a party drug, chosen by rich shoppers.

The woman who took exolymph an hour ago wears very high, very black, very stiletto shoes, but the substance filtering through her skin has improved her balance. She strides to the DJ’s raised booth, unnaturally confident, and rests her fingertips on the edge of the table. The DJ looks up at her visitor and smiles with a red mouth. She can tell that the woman in heels is high — telltales smudges gleam on either side of her forehead. The DJ says, “Yeah?”

Across the dance floor, a man is angry when the music changes. He is standing near the bar, facing the shelves of liquor. He turns around, gesturing with his drink and speaking loudly. As the man moves, his elbow collides with the woman behind him. It’s an accident. She drops her cocktail and he offers to get her another one. Taking advantage of his guilt, she asks the man to buy a sim session for her and her boyfriend. It’s a little more expensive than the cocktail — but she might be bruised.

The sim machine is whirring when they find it. Already occupied. The man, the woman, and her boyfriend all wait outside, awkwardly, until a group of laughing friends emerges. The man gestures for the couple to enter. They duck into the sim chamber and he presses his palm to the screen. Angry beeps prompt him to try two more times before the biometric database accepts his handprint.

None of this is revolutionary. Drugs and payment? We have those now! Maybe everything is already contained within us. Even dark impulses are mundane when you experience them daily.
